The decimals place value system is based on 10. It is an extension of the place value system of whole numbers. The decimal point separates whole numbers from numbers less than 1.

Place value of a digit is the place of the digit on the place value chart.
The number of decimals places is the number of digits after the decimal point. Just like the picture shown below.

The place value of digit 7 is thousands & the value of the digit is 7000.
The place value of digit 4 is hundreds & the value of the digit is 400.
The place value of digit 5 is tens & the value of the digit is 50.
The place value of digit 2 is ones & the value of the digit is 2.
